He was predeceased by: his parents, Joseph Edward and Lois Jane Payne (Conley). He is survived by: his son Kevin Joseph Payne (Tiffany Payne) of Moyers; and his sister Linda Leona Moon (Dwayne Moon) of Oklahoma City, Oklahoma.
