She was predeceased by: her father Joseph Earl Payne II. She is survived by: her pets, Beki, Kissy, Kitty, Pretzels, Mokey, Mimi, Bea, Bosley, Moe, Barbie (Babs), Luna and Hersey; her mother Gloria Miller Payne; her siblings, Joseph "Dody" Payne and Missy Jacquess; her husband Darrel Christian Overgaard; her children, Alyson, Rocky and Samuel Overgaard; and her granddaughter Mason'MaeMae'Overgaard.
This love & understanding of people, led to her starting a home health care business right after Covid.
In lieu of flowers, the family is asking that you live like Tobi. Donate to a favorite charity, volunteer at or donate to an animal shelter, encourage your friends/family to do a good deed in her honor—volunteer, pay it forward, bring a meal to someone in need.
