He was predeceased by: his parents, Hub Carter and Donna Carter (Hughes); and his siblings, Edith Breeden, Herb Carter, Harold Carter and Maxine Martin.
He is survived by: his wife Regenia Carter; his son David; his daughter-in-law Courtney Carter of Austin, Texas; his stepchildren, Dione Coy and James Hester; his grandchildren, Matthew Carter and Victoria Carter of Austin; and his stepgrandson Brandon Kesler.
