He was predeceased by: his parents, Mark H. Hills, Sr. and Carolyn Hills (Clapper); his wife Ann M. Hills (Wescoe); his son Charles R. Hills, Jr.; and his sister Dolores Gaver.

He is survived by: his daughter Carolyn A. Purkins (Everett) of Carlisle, PA; his brother Mark H. Hills, Jr. (Judith) of Coplay, PA; and his grandsons, Matthew, Timothy Purkins and Jason Hills.
