He was predeceased by: his parents, Paul H. Sr and Cecelia M. Winner Sr. (DeGolier); his wife Dolores; his stepchildren, Kathleen Ryan and Michael Steck Sr.; and his brothers, Allan W. Winner and Paul H. Winner Jr..
He is survived by: his children, Susan Brierley (Tom) of Bemus Point and Stephen Winner of Bradford; his grandchildren, Evan Brierley and Heather Brierley Picciott; his stepgrandchildren, Michael Steck Jr., Jennifer Ryan, Jaimie Ryan and Olivia Steck; his great grandchildren, Summer Picciott and Brielle Picciott; and his sisters, Katherine A. Eakin (Robert) of Lewis Run and Charlotte E. Reinhardt of Bradford.
