He was predeceased by: his parents, Joseph Phillips and Teresa Slesinski Phillips. He is survived by: his wife Patricia Louise Cwiklinski Phillips; his sons, Raymond J. Phillips, Jr. of Canonsburg, Patrick Phillips of Canonsburg and Jeffrey Phillips (Cynthia) of Venetia; his brother Joseph Phillips (Evelyn) of Canonsburg; his grandchildren, Madison Rae, MaKenna, Tess and Leah; his niece Melissa Cwiklinski; and his nephew Jason Phillips.

Due to uncertainties associated with the COVID-19 pandemic, there will be no public visitation and services are private.
