He was predeceased by : his brother Howard Williams. He is survived by : his wife Louetta Williams (Chapman); his children, Kevin, Stacey (Julie) and Jason; his grandchildren, Kyreisha, Kah, Rhysma, Jada and Kristen; and his adoptive daughter Perla. He is also survived by great grandchildren, nieces, nephews.

In lieu of flowers, donations may be made in Cecil's honor to Wyncote Place Memory Care Center.
