He was predeceased by: his parents, James E. Blough, Sr. of Johnstown and Kathryn B. Blough (Trostle) of Johnstown; and his wife Deborah J. Blough (Varner). He is survived by: his children, James E. Blough, III (Kimberely Fox) of Johnstown and Kari J. Blough-Smith (Erin Smith) of Johnstown; his partner Roxane Melius; his grandchildren, Elisha "E. J." and Ella Smith; his sister Marilyn Clutter (Edward); his nephew David Clutter; his friends, Brian Caldwell, Jim Livella and Donald Varner; and also Debbie.
