He was predeceased by: his parents, J. Aaron Hoover and Anna E. Hoover (Rhodes); and his brothers, Donald G. and Richard L. Hoover. He is survived by: his wife Susan L. England; his children, Kenneth A. Hoover (Lori) of Oak Grove, MN, Benjamin W. Hoover (Marsha) of Duncansville, Cindy L. Ritchey (Thomas) of Martinsburg and Bobbi Jo Glunt (Richard) of Martinsburg; his grandchildren, Kamie, Tanner Hoover, Shane Ritchey, Matthew Ritchey (Alexa), Laura Williams (Logan), Nicholas, Joshua Glunt, Noah Hoover (Ashley) and Aaron Hoover (Maddie); his great grandchild Molly Kaye Ritchey; his brother Roger W. Hoover (Joyce) of Duncansville; and his sisters-in-law, Grace Hoover of Martinsburg and Elaine Hoover. He is also survived by numerous nieces and nephews.

Due to COVID-19 restrictions there will be no public services.
