He was predeceased by: his wife Madeline E. "Mattie" Hoover (Stambaugh); his parents, William M. Hoover and Esther Hoover (Goodyear); his children, Terry L. Hoover and Karen E. Hoover; and his siblings, Jane Rahe, Eleanor Toddes, Susan Hoover, William, Kenneth, Calvin, Arthur and David Hoover.
He is survived by: his children, Charles R. Hoover (Julie) of New Oxford, Debra J. Kohler (Richard) of Mill Creek and Gary M. Hoover (Shirl) of New Oxford; and his sisters, Almena Mokoto of Stewartstown and Naomi Riunoid of Shrewsbury. He is also survived by seven grandchildren, ten great grandchildren, a great great granddaughter.
