He was predeceased by: his parents, Charles F. Best and Mabel O. Lilly Best; his siblings, James Best, Donald Best (Nancy), Edna Ray (Cecil), Alice Blair (Dick) and Mary Ann Mitcham (Donald); and his siblings-in-law, Barbara Gariepy and Walter Robert Mooney.
He is survived by: his wife Saundra D. "Sis" Mooney; and his siblings-in-law, Betty Best, Dottie Mooney, Larry Mooney and John Gariepy. He is also survived by many nieces and nephews.
Visitation will be held on Thursday, December 11th 2025 from 9:30 AM to 11:00 AM at the Reinsel Funeral Home & Crematory (116 Bissell Ave, Oil City, PA 16301). A funeral service will be held on Thursday, December 11th 2025 at 11:00 AM at the Reinsel Funeral Home (116 Bissell Ave, Oil City, PA 16301).
