He was predeceased by: his parents, Norman Russell and Isabelle Walker (Hinds); and his siblings, Lynn, Larry and Phyllis.
He is survived by: his wife Roena Walker (Bower); his children, Gary Walker (Beth) of Pleasant Gap, Gail Lucas (Bob) of Pleasant Gap and Todd Walker (Kim) of Pleasant Gap; his grandsons, Eric Walker, Scott Walker, Matthew Lucas and Michael Lucas; his great grandchildren, Austin, Abigayle, Aris, Radley and Braxton; his pet Ashley; and his siblings, Delores Vonada of Bellefonte and Ray Walker of Pleasant Gap.
In lieu of flowers, memorial contributions may be made in Neil's memory to the Pleasant Gap American Legion at 435 S. Main Street, Pleasant Gap, PA 16823, or the Pleasant Gap Fire Company at 475 Robinson Lane, Pleasant Gap, PA 16823.
