He is survived by : his children, Tim Penn (Stephanie) of Jeanette, Steven Penn of South Park, Kenneth Penn Jr. of Natrona Heights, Justin Penn of Leechburg and Casey Penn of Russellton; and his siblings, Rick Penn (Monica) of Natrona Heights and Debbie Blakely (Kevin). He is also survived by 7 grandchildren.
