He was predeceased by: his parents, Floyd S. Rutan and Laura Mae Thompson Rutan. He is survived by: his wife Betty L. Inman Rutan; and his children, Teresa Rutan-Fogle (John) of Harpers Ferry, WV, Tammy L. Kerley (Herbert) of Marissa, Ill (Linda McKee) and Jerry L. Rutan (Maxine) of Oak Forest, PA.. He is also survived by 3 Grandchildren and 3 Great-Grandchildren.
