He was predeceased by: his parents, Wiley Gaston and Ila Mae Hiers Fennell; and his siblings, Willa Bell, Lenora Gaskins, Shelby Turner, Jahue Fennell and Wiley L. Fennell.
He is survived by: his wife Barbara J. Fennell of Florence; his children, Cheryl F. Hay of Florence, Brandy Hay of Sumter and Joe C. Fennell, Jr. of Summerton, SC; his brother Donnie Fennell (Libby) of Lake City, SC; his grandchildren, John Hay of Florence, Daniel Hay of Florence, Leland Hay of Florence, Heather Fennell Mims (Tim) of Florence and Ross Fennell (Aryss) of Destin Beach, FL; his great grandchildren, Layce and Heidy Hay; and his siblings-in-law, Linda Fennell of Wilmington, NC, Brigitte Fennell of Florence, Harriett Henchock of Charleston, SC, Thalia Cohen (Alan) of Apex, NC and Palmer Jenkins (Elaine) of Wichita Falls, TX. He is also survived by nieces and nephews.
