He was predeceased by: his parents, Arthur Osborne and Sally Asberry Osborne; and his son Billy Ray Osborne, Jr.. He is survived by: his wife Lois Gilliam Osborne; and his sons, Gary (Charlene) and Leon. He is also survived by two brothers; five grandchildren and six great-grandchildren.

Memorials may be made to the US Department of Veterans Affairs.
