We are sad to announce that on August 22, 2020 we had to say goodbye to Otis Earl Carter of Irmo, South Carolina, born in Richmond, Virginia. You can send your sympathy in the guestbook provided and share it with the family.

He was predeceased by: his parents, Ottie Vincent Carter and Margie Louise Burton Carter. He is survived by: his wife Bobbie Ouzts Carter; his sons, Donald E. Carter, Billy E. Carter (Amy) and Vincent E. Carter (Chrystal); and his brother Eddie W. Carter. He is also survived by eight grandchildren; and eleven great-grandchildren.

In lieu of flowers, memorials may be made to Shriners Hospitals for Children, 950 W. Faris Road, Greenville, SC 29605.
