He was predeceased by: his father Linsey Hicks Garner; his stepfather Kenneth Marsh; and his siblings, Vicki Watford and Linsey Garner, Jr.. He is survived by: his mother Barbara E. Haynes Marsh; his children, Joe Derek Garner II and Misty Graham (Tim); and his siblings, Robert Garner and Dora Brown (Gerry). He is also survived by 4 grandchildren.

In lieu of flowers, memorial may be made to the American Cancer Society.
