He was predeceased by: his parents, James Wright Fulmer and Mertie Mae Mills Fulmer; and his brothers, James Carol Fulmer (Lidie), Colie Marvin Fulmer (Frances), Herman Odell Fulmer, Sr. (Llewella) and Joseph Roy Fulmer (Joyce).
He is survived by: his wife Frances Livingston Fulmer; his sons, Hank E. Fulmer (Lisa), Timothy H. Fulmer, Philip C. Fulmer (Judy) and Andrew L. Fulmer (Tenisha); his grandchildren, Eric Fulmer, Timothy H. Fulmer II (Samantha), Seth Fulmer, Justin Fulmer, Nicholas Fulmer, Kaitlyn Fulmer, Jonathan Fulmer, Caleb Fulmer (Rachael), Aaron Fulmer, Julia Fulmer and Tristan Nicole Fulmer (Nikki); and his siblings-in-law, Magdalene Rikard, Diane Livingston, Ann Livingston and Virgil Livingston. He is also survived by 28 nieces and nephews and many extended family.
