He is survived by: his children, Theodore Allen Riggs, Jr., Steven Franklin Riggs and Lottie Lorene Riggs; and his siblings, Billy Riggs, Frank Riggs, Elizabeth Bruce and Sylvia Craven. He is also survived by three grandchildren, and four great grandchildren.
