She was predeceased by: her parents, Henry P. Coulter and Mary McLory Coulter; and her sister Veronica McSwain. She is survived by: her husband Allen Welch; her children, Christopher Allen Welch of Sumter, Felicia Ann Patterson (Philip) of Sumter and Cissy Crystalynn Williamson (Kevin David) of Sumter; and her siblings, Earl Coulter of Sumter, Phillip Coulter of Sumter and Brenda Faye Tisdale of Sumter. She is also survived by three grandchildren; and a number of nieces and nephews.
All attendees are required to wear masks and practice social distancing.
