He was predeceased by: his parents, Garland Hartsell and Elsie Ownby Hartsell; his brother Roy Hartsell; his sister-in-law Peggy Ellison Hartsell; his brother Ray Hartsell; and his siblings' children, William Roy Hartsell and Suzanna Hartsell.

He is survived by: his wife Loretta Templin-Hartsell; his son William Ruble Hartsell (Jessica Ensminger); his cousin Fay; and his close friends, John, Leslie Self and Glenda Mayfield.
