He was predeceased by: his parents, Gerald Carter and Frances Rich Carter; his daughter Kathy Sabo; his son-in-law John Pace; and his brothers, Buddy and Dwight Carter.

He is survived by: his wife Faye Carter of Huntingdon, Tennessee; his daughters, Wendy Pace of Clarksburg and Penny Rogers (Jim) of Huntingdon, Tennessee; his stepchildren, Jackie Streetman (James) of Huntingdon, Tennessee, Harlan Williams (Gloria) of Huntingdon, Tennessee and Willie Williams of Huntingdon, Tennessee; his son-in-law Doug Sabo of Adena, Ohio; his sister Janice Chandler of Huntingdon, Tennessee; his sister-in-law Diane Carter of Montana; his grandchildren, Shelby Bowman, Stella Jane Pace, Kaylee Sabo, Sam Sabo and Maggie Sabo; and his stepgrandchildren, Cody Williams, Josh Bennett, Megan Dean, Zack Williams, Hunter Williams and Little Robert. He is also survived by four step-great-grandchildren.
