He was predeceased by: his parents, Sidney Allen Payne Sr. and Mary Mowdy Myers; his wife Mary Morgan Payne; his daughter Pamela D. Carrier; and his brother Alfred Hill.
He is survived by: his daughters, Carolyn Payne of Jonesborough and Nichole Payne of Jonesborough; his brother Jimmy C. Payne of Virginia; his grandchildren, Morgan Woods of Greeneville, Jason Simpson of Kingsport and Richard Lathen of Jonesborough; and his great grandchildren, Elijah Sidney Story, Amber Kathleen Story, Cadence Anglin, Levi Woods and Mason Woods. He is also survived by several nieces and nephews.
