He was predeceased by: his parents, William Rufus and Louise Rivers Carter; and his brothers, Walter Henry, Floyd and William Rufus Carter.
He is survived by: his wife Frances L. Anglin Carter; his children, William David Carter and Nancy Carter Ranchino; his sisters, Lillian Lynch (Gilman), Ann Allen, Mary Lou Bean (Coy) and Mildred Jean Polk; and his grandchildren, Rachel Warstler (Dave) and Caitlin Todd (Brad). He is also survived by several nieces and nephews.
