He was predeceased by: his grandson Ryan Carter; his parents, Tom Carter and Ollie Wormsley Carter; and his siblings, Ella Mae Hughes, Josephine Morgan, Marlena Braden, Rachael Carter, Ernest Carter of Raymond Carter, N. E and Albert Carter.
He is survived by: his wife Jean Carter; his children, Eddie Carter (Vicki) of Dandridge and Kay Traughber (Paul) of Rockwood; his grandsons, Tommy Carter (Noelle) of Dandridge and Bryce Carter (Bailee) of Jefferson City; his great grandchildren, Brayden, Henley and Ava Carter; his sister Betty Flanagan; his brother-in-law Omer Phillips (Wanda); and also Cathy Keathley. He is also survived by extended family members and friends.
The family respectfully requests that masks be worn and appropriate social distancing be observed and maintained during the services in order to ensure the health and safety of Mrs. Carter and the family.
