He was predeceased by: his parents, Fines Woodard and Myrtle Woodard; his siblings, Ellen Dickey, Jeneda Gay, Ray Woodard, Toby Woodard and Jack Woodard; his daughter Shelly Oliver; his granddaughter Jenna Herrera; and his siblings' children, Debbie Hanes and C. W. Woodard.
He is survived by: his wife Kathy Skaggs; his children, Amanda Woodard of Lefors and J. R. Woodard of Amarillo; and his grandchildren, Garrett Herrera of Pampa, Nicole Baker of Plainview, Cortney Carter of Amarillo and Shaman Woodard of Fort Worth.
A funeral service was held on Wednesday, August 13th 2025 from 2:00 PM to 3:00 PM at the Carmichael Whatley Colonial Chapel (600 N Ward St, Pampa, TX 79065).
