He was predeceased by: his wife Yvonne S. Carter; his parents, Charles Weldon "Charlie" Carter and Donah Fay Mitchell Carter; and his siblings, Charles Weldon "Charlie" Carter Jr., Chester William Carter and Kathern Gayle Richter.
He is survived by: his children, Tommie Wilburn Carter Jr. (Karla Carter) and Carrie Carter Garcia (Alfonso Garcia); his sister Cheryl Faske; and his grandfather Mason (Texan). He is also survived by his grandchildren; numerous nieces and nephews; extended family.
The military honors will be held on Saturday, May 16th 2026 at 3:00 PM at the Three Rivers Cemetery (541 Oakville Rd, Three Rivers, TX 78071).
