He is survived by: his wife Ruth Hill Payne; his children, Randall Lowe (Jennifer), Jerald Lowe (April), Brenda Tuttle, Cathy Springer and Jeff Payne (Debbie); his grandchildren, Leah Kay Lowe and Jeremy Ryan Lowe (Kirsten); and his great grandchild Brayden Lowe. He is also survived by several grandchildren and great-grandchildren.
