He was predeceased by: his parents, Oscar Phipps and Nellie Phipps; his grandson Travis Williams; and his siblings, Charles Phipps and June Buchanan.
He is survived by: his spouse Jessie Lee Phipps; his children, James Phipps (Chloe) of Clintwood and Linda Harold (Bill) of Jonesborough, Tennessee; his sister Tennessee Kendrick of Clintwood; his grandchildren, Jennifer Hess and Russell Phipps (Megan); and his great grandchild Eli Phipps. He is also survived by nieces, nephews and host of other relatives and friends.
