She was predeceased by : her parents, Harry Kemper and Helen Kemper (Ritchie); her brothers, Harry, John, Robert and Willard "Jim" Kemper; and her cousin Virginia Kemper Hartman.

She is survived by : her children, Steven Payne (Gail), Gael Payne Shaffer (Steve), Julia Payne Bowers (Scotty) and Ellen Payne Kern (Steve); her grandchildren, Zachary Payne (Nicole), Kavara Vaughn, Randall Vaughn, Douglas Kern (Amanda), Jared Comer, Lindsay Kern Minnick (Stephen), Lily Bowers and Peyton Maxwell Shaffer; and her family Purcellville. She is also survived by fifteen great grandchildren.

In continual service as a nurse, Lillie donated her body for medical research.
