He was predeceased by: his parents, Forrest B. Payne and Iva Daisy Costello Payne. He is survived by: his wife Betty Payne; his children, William O. Payne, Jr. (Melissa) of Front Royal, Ronald Payne of Rileyville, Brenda Manno (Mark) of Front Royal, Sharon Kost (Bryan) of Strasburg, Janet Pack (Mark) of Front Royal and Jeannie Payne of Front Royal; and his sisters, Esther Tranby of Florida, Mary Frances Jack of Maryland and Nancy Payne of Maryland. He is also survived by 17 grandchildren; and 11 great-grandchildren.
