He was predeceased by : his parents, Charles Alexander Bay, Sr. and Opal Bay. He is survived by : his wife Welles Grey Bay of Marshall; his daughter Sarah Bay Wiley of Falls Church; his granddaughters, Daisy, Cecelia and Sally Wiley; and his sister Cecelia Otto of Union, Connecticut..
