She was predeceased by: her parents, John Hopkins and Martha Self Thompson; her husband John Raymond Dowell; her son Charles James Taylor, Jr.; her sisters, Betty Burke, Anna May Houshour and Sally Shaw; and her son-in-law Robert Turner, Sr..
She is survived by: her daughters, Peggy "Ann" Turner and Debbie Salanga (Tony); her siblings, Margaret Garrett (Linwood), Hazel Thomas, Helen Hockett (Bud) and Jimmy Hopkins (Cindy); and her grandchildren, Michelle Haddock, Kaitlin Taylor, Michael Turner (Amber Silva), Shane Salanga (Jill) and Lindsey Radcliff. She is also survived by eleven great-grandchildren; and two great-great-grandchildren.
Viewing will be held on Friday, October 31st 2025 from 10:00 AM to 11:00 AM at the Portsmouth Boulevard Chapel (5201 Portsmouth Blvd, Portsmouth, VA 23701). A funeral service will be held on Friday, October 31st 2025 at 11:00 AM at the same location.
In lieu of flowers, the family requests that donations be made to the Alzheimer's Association or a charity of your choice in Peggy's memory.
