She was predeceased by: her parent Townsend Oast; her brother Townsend; and her grandparents, Judge William Oast, Martha Oast, Watson Odean Powell and Gladys Nichols Powell.
She is survived by: her children, Foundation, Salvation Army, Norfolk Chamber of Commerce-Chair and Virginia Aquarium; her husband Kennon Coles Keeter, Jr.; her sons, Robert "Townsend" Keeter and William "Coles" Keeter; her mother Ann Powell Oast Miller; her brother Mason; her sister-in-law Pam Keeter; her nephew Brian Keeter; her uncle Milton Brown; and her cousin Elizabeth McCombs. She is also survived by many other cousins and their children.
