He was predeceased by: his parents, Harold Rutial Milligan and Marjorie Adna Milligan (Née Sims). He is survived by: his sister Sharen Sleater; his sons, William Wesley Milligan and Sean Patrick Milligan; and his grandson Kayden Connor James.
