He was predeceased by: his parents, Walter Rugg and Elaine Rugg (Pinsoneault); and his father-in-law Milton Burm. He is survived by: his wife Cyndie; his sons, Richard A. Rugg Jr. (Melissa) and Bradley Rugg (Andrea); his grandchildren, Matthew, Alexis, Trevor and J. J.; his mother-in-law Marilyn Burm of Superior; and his brothers-in-law, James Burm (Sandy) of Marion, IA, Tom Burm of Superior and Dick Burm (Rita) of Dent, MN. He is also survived by many nieces and nephews.
