He was predeceased by: his father Ersel Manns. He is survived by: his wife Patricia Y. Manns; his children, Scott Christopher Manns II and Sarah Renee Manns; his mother Susan F. Manns; and his siblings, Lee Anne Burton and Gregory Manns.
The Department of Defense requires that facial masks be worn in addition to social distancing be practiced during their attendance at the ceremony.
