He was predeceased by: his parents, Okie Ratlliff and Erma Lucille Ratlliff (Dean); his siblings, Okie Darrell Ratliff and Letha Presley; and his brothers-in-law, Bennie Morgan and Ray Evans.
He is survived by: his wife Joann Ratliff; his children, Martha Wellman (David), Richard Ratliff (Tammy), Franklin Ratliff (Susan) and Jackie Ratliff (Kayla); his grandchildren, Chanda Cassidy (John), Jackson Ratliff, Felicity Ratliff, Josh Ratliff (Tori) and John Ratliff; his great grandchildren, Peyton, Eastyn, Bentlee, Keegan, Amayah, Aubree, Cayson and Rylie; and his sisters, Joan Morgan, Teresa Ratliff, Louvanda Evans and Barbara Spicer (Everett).
