He is survived by: his wife Sherry Christine Monroe (Mann); his children, Jessica Alexandra Monroe and Richard Howard Monroe, III; his granddaughter Sarah Katherine Monroe; his mother Katherine Gennusa Monroe; his siblings, Karen Garcia (Monroe) and Michael Timothy Monroe; his cousin Samuel G. Knighton, Jr.; his niece Embry V. Monroe; and his goddaughter Alexandra M. Franklin.
