He was predeceased by: his parents, Jessie Carter and Hazel Carter (Boyer); his wife Katherine Chadwick; and his siblings, Alvin E. Carter, Robert Carter, Paul "Leon" Carter, Mary Osterman and Doris Osterman.
He is survived by: his sons, Mark Carter of Foristell, MO and John Carter (Windy) of Cheyenne, WY; and his grandchildren, Alexandra Carter, Michael R. Hill, III and Kenneth J. Hill.
Visitation will be held on Saturday, June 28th 2025 from 12:30 PM to 2:00 PM at the Marks Mortuary (633 E Lorena Ave, Wood River, IL 62095). A funeral service will be held on Saturday, June 28th 2025 at 2:00 PM at the same location.
