He was predeceased by: his parents, Charles Baxter and Mattie Baxter; his siblings, Donald Baxter and Loueen Royal; and his daughter-in-law Tammy.
He is survived by: his wife Patricia Way of Cody; his pets, Jake and Coulter; his sister Audrey Gwathmey of San Diego, CA; his children, Steve Baxter of Jerome, Tim Baxter (Janci) of Powell and Amie Lundberg (Stan) of Powell; his grandchildren, Ty Baxter (Jill) of Bend, Chase and Gabri Lundberg; and his great grandchild Eme Louise Baxter. He is also survived by many nieces, nephews, and cousins.
