He is survived by : his wife Peggy Ann Downes (Insley); his children, Edward Thomas Downes, Jr. (Michelle), Darrell Thomas Downes (Lezlie), Daniel Thomas Downes (Luz), Angela Ann Hill (Tracey) and Lisa Ann Culver (Jason); his grandchildren, Trey Downes, Tyler Downes, Bethany Laird, Mike Dodson, Matt Dodson, Logan Downes, Danny Downes, Lindsay Wilson, Hernan Guerrero, Vivian Guerrero, Carlos Guerrero, Brandi Perry, James Hill, Carlos Gonzalez, Alicia Gonzalez, Moshe Zrihen, Chanah Trevorrow, Jaylah Culver and Noah Culver; and his sister Nancy Twilley (Denny). He is also survived by many nieces and nephews.

Visitation was held on Saturday, May 18th 2024 from 10:00 AM to 12:00 PM at the Short Funeral Home (13 E Grove St, Delmar, DE 19940). A funeral service was held on Saturday, May 18th 2024 at 12:00 PM at the same location.
