He was predeceased by: his parents, William Carter Sr. and Hazel Verona Riley; and his wife Carlene. He is survived by: his daughter Jennifer (Kaleb); his granddaughter Madison; and his siblings, Jerry (Roberta), Richard (Sandra) and Mary Anne (Eldred). He is also survived by nieces and nephews.
