He was predeceased by: his parents, Kendrell Cecil Parmer and Ruby Adell Copeland Parmer; and his sister Doloris Parmer. He is survived by: his wife Lavada Jacumin Parmer; his children, Cecil "Chuck" Henderson Parmer Jr. (Mandy) of Vienna, VA and Kendra Parmer Conner (Mike); his grandchildren, McKenzie Holland (Garrett) of Wingate, NC, Meghan Parmer of Seoul and Zach Conner; and his brothers, Raymond R. Parmer of Loxley, AL and Paul V. Parmer (Jody) of New Orleans, LA.
