He was predeceased by: his children, Thomas Eugene Carter and Gloria Ann Carter; his parents, Minnie Wright Carter and Johnnie Carter; and his siblings, Roy Carter, James Carter, Eloise Kelley and Dessi Ree White.

He is survived by: his wife Mary Frances Williamson Carter; his daughter-in-law Kathy Carter; and his granddaughter Kasi Waege (Buddy).
