He was predeceased by : his parents, Herbert E. Carter, Sr. and Jeane Davidson Carter. He is survived by : his daughters, Beverly Carter, Katie King (Adam) and Holly Tubbs (Brandon); his grandchildren, Landon Rives, Lilly Belle Smith, Kaitlyn Rives and Clifton Tubbs; and his siblings, Jim Carter and Jeanie Zorn (Ross). He is also survived by numerous nieces and nephews.
