He was predeceased by: his parents, Bert Howard Carter and Louise Carter; his daughter Miranda Louise Carter; and his siblings, Barbara Jean Grier, Bobby Joe Carter and Bruce Howard Carter.
He is survived by: his wife Shelley Carter; his sisters, Dawn Williams (Gary) of Ozark, Lawanna James of Mulberry and Anita Chapman (Mike) of Fort Worth, Texas; and his children, Ryan Dale Carter (Kari) of Grand Prairie, Andrew Carter (Lisa) of Joshua, David L. Williams of Fort Smith, Arkansas, Jenifer Salmon of Des Moines and Kristy Williams of Fort Smith. He is also survived by eighteen grandchildren; and ten great grandchildren.
