He was predeceased by: his parents, James Howard Harvey (Mavis Burchfield Harvey) and Mavis Harvey; his wife Mildred Jeanette Harvey; and his children, Tammy Wynette Harvey and Gerald Harvey.
He is survived by: his daughter Glenda Kerr of Blytheville, AR; his siblings, William Harvey of Drew, MS, Tommy Harvey of Grenada, MS and Joy Youngblood of Southaven, MS; his grandchildren, Justin Kerr and Tammy Wilkey; and his great grandchildren, Joshua Kerr, Austin Wilkey and Gemma Rose Gressett. He is also survived by nieces and nephews.
Billy was a long-time member of the Ruleville Baptist Church, where he made significant contributions to his community and fostered strong connections.
