He was predeceased by: his daughter Cora Lee Dellinger Hoover; his parents, Bertie Hoover and Emma Frady Hoover; his siblings, George Thomas "Sundown" Hoover, James Hoover and Sarah Hoover Austin; and his son-in-law Ronnie Powell.

He is survived by: his wife Edith Ardwin Phillips Hoover; his children, Darlene (B. B. Barnes), Francis Powell of Little Rock, AR, Missy (Mark Whitlow) and Larry (Laura Jo Hoover); and his stepson Keith Phillips (Lisa). He is also survived by sixteen grandchildren; twenty great grandchildren and one great great grandchild.
